Terms of Reference for the Evaluation of MRG work in Capacity Building – SIDA
Minority Rights Group International (MRG) works towards securing the rights of ethnic, religious and linguistic minorities and indigenous people, it now wishes to commission an independent evaluation of MRG’s work.
The evaluation will be carried out under an agreement between MRG and SIDA (the Swedish International Development Cooperation Agency). SIDA contributes towards financing the core activities of MRG and is also financing this evaluation that will review and assess the work of MRG to build the capacity of partner organisations, community leaders and influences and other allies.
The evaluation will target potential beneficiaries in 40-60 countries in order to cover major projects and interventions over the previous 8 years 2010-2018. To offer an opportunity to individuals and partner organisations to provide feedback in all MRG project countries, the evaluation team will almost certainly use questionnaires and phone interviews. Evaluation team members will be expected to make field visits to three countries in order to investigate work and results in more depth. The evaluation will disaggregate responses by gender and mainstream gender in all aspects.
The evaluation shall be carried out between June 2019 and November 2019.
A draft full report (30-40 pages excluding annexes) should be delivered by 30th September 2019 and a final full report by 30th October 2019. A member of the evaluation team will also need to present the findings and discuss the learning in person with MRG’s senior staff and International Council members at a meeting tentatively scheduled for 21st and 22nd November in Geneva.
MRG and SIDA expect that a ‘core team member’ shall lead the evaluation team. We would expect this person to have a degree in a relevant subject, at least 10 years experience of senior roles in similar evaluations, significant experience in at least two regions of the Global South, as well as at least 10 years experience of work in human rights or social inclusion or development. Capacity building playing a key role in this evaluation, we also expect at least one team member to have at least 10 years experience of training and/or capacity building. Team members should be able to administer questionnaires and analyse results in Arabic, French, Spanish and Russian in addition to English. And the executive summary of the final report should be translated into at least Arabic and French.
Budget: 18,000-24,000 Euro (includes all fees, translation, travel, workshops, all costs arising)
