Programme Liaison Officer, Latvia (closes 31 October)
Minority Rights Group Europe (MRGE) is seeking liaison officers to support civil society organizations through re-granting. The 3-year primarily EU-funded programme ’MARIO’ aims at providing financial support and build the capacity of 90 grassroot Civil Society Organizations (CSOs) in three rounds. The Liaison Officer will be based in Latvia and have essential expertise and language skills to lead on activities there. The Liaison Officer will be responsible for supporting approximately 5 local, rural grantee organizations per year and maintain flow of information, monitoring and reporting to MRG.

Reports to: MARIO Programme Coordinator, Minority Rights Group Europe
Salary: 860 EUR/month. This is the consultancy fee only. Project activity-related costs are additional to that budget, such as travel, accommodation, visits, meetings, etc.

Location: Latvia, with approx. 10 days of international travel (Budapest and Brussels) and 10 days in-country travel per year
The post will be part time, 2 days a week, with flexible working hours. The contract will be valid for 3 years and include the possibility of extension depending on future programmes and fundraising possibilities.
Purpose of the job
The purpose of this post is to help Minority Rights Group Europe (MRGE) achieve its aims and objectives by providing support to rural, grassroots civil society organisations in Latvia, in the form of capacity building, mentoring, grant management, technical and administrative support, project planning, and the execution and monitoring of grants.
Minority Rights Group Europe (MRGE), a Budapest-based non-governmental organisation and PILnet, a global non-governmental organisation, will implement a 3-year primarily EU-funded programme ’MARIO’. The objective of the MARIO project is to select and provide financial support and build the capacity of 90 grassroots CSOs that focus on minority groups, to meaningfully protect, promote and raise awareness of fundamental rights as upheld by the EU, particularly in EU-13 countries currently experiencing a shrinking of civic space. In order to achieve this objective, partners will provide selected CSOs with grants of 15,000 EUR for a duration of one year. There will be three rounds of grant-making.
Main duties and responsibilities
In the MARIO project, the Liaison Officer will be based in Latvia and have essential expertise and language skills to lead on activities in-country. The Liaison Officer will be responsible for supporting approximately five local, rural grantee organisations per year and maintain the flow of information, monitoring and reporting to MRG.
1. Programme Management and Activities
- Capacity assessment visits and monitoring of grantees
- Translation of application materials and consultative role in the grant selection process
- Assist grantees with central training
- Collect issues to be addressed by grantees and mentor them with solutions
- Monitor sub-grants implementation
- Assist in preparation of exchange meetings
- Assists grantees in reporting and translate sub-grantees final reporting
- Maintain communication with grantees, and act as a link between MRGE, PILnet and grantees
- Gather relevant news and information to be shared on MARIO’s website
2. Finance and Administrative responsibilities
- Administrative support for project events, including trainings, exchange meetings and advocacy meetings at national and European level
- Maintain project documentation, write minutes, reports and collect data
- Support Finance with documentations related to payments (e.g. payment requests)
- Review of grantees’ financial reports and supporting documents (collect, sort, check and translate into English if needed)
- Regularly liaising with grantee organizations, MRG and PILnet and attending program related meetings
- Develop project contact lists for reports and mailing of reports
- Support the Coordinator in the preparation of Project Monitoring and Evaluation tools
Undertakes such other tasks as may reasonably be requested by the Managing Director and Senior Finance Officer from time to time. Attend staff and departmental meetings. Contributes to the evaluation of MRG activities and publications. Covers for absent staff on related work as necessary.
4. Confidential information
Responsible for maintaining confidentiality as the job holder will be entitled to a very high level of access to confidential information pertaining to MRG’s strategies, detailed financial information, and also have access to sensitive external information which may impact MRG’s activities.
5. Degree of supervision
The job holder will be expected to report to the Programme Coordinator and Grant Manager any variation from agreed plans and schedules, and to report regularly on the programme and projects’ progress.
6. Working conditions
The job holder will be based in Latvia. The job will involve some travel, essential to the implementation of the programme’s activities; this will be approximately 20 days per year. The job holder is required to maintain the pace of work which may at times be high, and will need to manage several tasks simultaneously.
Essential Experience and qualities
- At least two years’ experience and familiarity with civil society organisations in the country
- Experience in working with smaller, grassroot organisations
- Experience working in a human rights field, in particular with minority rights issues
- Fluent spoken and written English and Latvian
- Experience in training, capacity building, advocacy
- Experience organising events and meetings
- Excellent communication and organisational skills, including experience with prioritising tasks
- Advanced Microsoft Excel experience/spreadsheet maintenance
- Enthusiasm and attitude for work in a multicultural environment
- Ability to prioritize work and meet deadlines alone
- Ability to work in a team but also to use own initiative
- Experience in financial management (payments, contracts, budget management)
- Experience in re-granting procedures and standards
- Familiar with, and able to comply with, EU project requirements
