Purpose of the consultancy

Minority Rights Group (MRG) is recruiting a security assessment and capacity-building consultant to support the MENA team in security planning for one of its programmes running between 2023 and 2026 in a security-sensitive setting due to shrinking civil space and increased arrests of human rights defenders. The consultancy aims to enhance the capacities of the implementing team by ensuring that the proper security plans and protocols are in place before implementation and that it is prepared with the needed tools to continue managing the programme’s security after the consultation is over. The consultancy aims to ensure the smooth running of the programme’s operations by ensuring that necessary preventive and mitigative measures are taken to reduce the risk of elevated security threats materializing.

Background

MRG conducts human rights work in more than 50 countries worldwide. While many of those contexts can be risky for human rights defenders, MRG is committed to protecting and ensuring that no harm is done to all its staff and beneficiaries, including those in risky contexts. MRG conducted a vulnerability assessment in 2021 and has implemented various digital and in-person security protocols. This consultancy will also build on these steps and further support one of the programme implemented in a security risk setting.

Strengthening Minority Voices is a programme implemented between 2023 to 2026 in a MENA country. It aims to promote and protect the rights of religious, ethnic, and gender LGBTQIA+ minorities through enhanced advocacy, enhanced resilience and protection of minority rights activists and defenders, increased collaboration among minority and majority-based CSOs, and increased production of reliable information on minority rights. The programme supports various beneficiaries, including cultural organizations, LGBTIA+ organizations, women’s rights and gender equality organizations, minority rights organizations, and other human rights organizations in the country and the diaspora. The programme will conduct various activities that will require security protocols, including but not restricted to online and in-person training meetings, roundtables and sub-grants.

MRG has conducted an internal risk assessment and has planned for mitigative and preventive measures for the programme. The consultant will build on what has been produced by the team to identify gaps and ensure that best practices are state of the art tools are adopted.

Scope of work

  • Review existing risk assessment and plans for the implementing team, identify and fill in gaps and suggest best practices in planning for security.
  • Develop a detailed strategic security plan specific to the programme and its implementing team that is in line with the risks that have been identified. The plan should include a digital and physical security component, considering the programme’s various activities.
  • Produce the necessary personalized plans, security protocols and procedures for the in-country team, both data security and physical security, in line with best practices.
  • Produce the necessary contingency plans in case of security threats materializing.
  • Support the team in upgrading their tools to ensure necessary protocols are in place for the smooth implementation of the programme.

Competencies

  • Analysis: Identify and understand issues and risks – compare data from different sources to draw conclusions.
  • Exercising judgment and decision-making: Use effective approaches for choosing a course of action or developing appropriate solutions; recommend or take action that is consistent with available facts, constraints, and probable consequences.
  • Technical and professional knowledge: Demonstrate a satisfactory level of technical and professional skill or knowledge in both digital and in-person physical security planning, and be up to date with developments and trends in areas of human rights security in the MENA region.
  • Experience with banking and financial systems in the MENA region and transferals of money.
  • Communication: Convey information and ideas through various media to individuals or groups in a manner that helps them understand and retain the message.
  • Building effective relationships: Develop and use collaborative relationships to accomplish work goals.

Work experience

  1. MRG is accepting applications from individuals and organizations with at least 5 years of experience in digital and physical security planning for human rights organizations based in the MENA region.
  2. Expertise in conducting security vulnerability assessments and security capacity building in the MENA region for human rights organizations
  3. Strong knowledge of the security contexts of the MENA region and the types of threats and risks that it poses to human rights defenders and human rights organizations.

Work conditions

  • This consultancy does not entail any envisioned travel.
  • The consultant will work from home and have regular meetings with the team.

Deliverables

  • Reviewed security plan for the programme, outlining potential risks, the strategies to be followed and the steps or measures to be followed by team members.
  • Individualized security plans for team members.
  • Recommended security protocols and tools for digital and physical security
  • Develop contingency plans and procedures to follow in case of security incidents
