Survey of civil society organizations on the extent and impact of digital inclusion efforts for marginalized language speakers

CLEAR Global, a nonprofit organization aiming to help people get information and be heard whatever their language, is conducting a study on language in digital technology development. The study aims to improve understanding of the opportunities, benefits, and risks that come from digitalization for minority and marginalized language speakers, particularly those affected by humanitarian emergencies. It is funded by the GSMA Mobile for Humanitarian Innovation programme, a UKAid-funded initiative within the GSMA, a global organization representing mobile operators and organizations across the mobile ecosystem and adjacent industries.’
Language can be a major barrier to using digital technology to access information and services, communicate with others or hold duty bearers to account. This study aims to learn more about how and to which extent these barriers are being addressed in technology development, and the impact on marginalized language speakers. It will hear from civil society organizations, organizations commissioning the development of digital applications, and technology experts.
The findings of this study will be shared with organizations, institutions, donor agencies and governments with an interest in digital inclusion. It is hoped that it will contribute to their plans for further technology development.
