
Public discussions with marginalized communities and institutions in Lom
Lom, Bulgaria: 26-27 June 2024
As part of the project “The Right to Personal Identification – A Basic Human Right”, implemented by the IGA Fund, two public discussions with marginalized communities took place in Lom—on June 26 at the Vocational High School of Production Technologies and on June 27 in the hall of “Konstantin Fotinov.” Representatives of Roma groups in the city were also present. The purpose of the information events was to promote the anticipated changes in the Bulgarian Law on Civil Registration and to support the change process.
Most of the participants were advocates from this region, leading to their active participation in the information events. They engaged in discussions about the problems surrounding access to personal documents for Bulgarian citizens and the potential solutions. Together with the event participants and institutions, they discussed the necessary changes needed to address these issues.

The draft law prepared in the National Assembly aims to create an opportunity for citizens who cannot provide documents for address registration to apply for permanent and current address registration. The draft also introduces a “business address,” which will represent the address of immovable property classified as municipal property, determined by a legally regulated order from the Mayor of the Municipality for official address registration. This initiative creates the conditions necessary for citizens to obtain identity documents, enabling them to start work, receive administrative services, and exercise their rights.
