
Transforming Bulgaria’s Civil Registration Law

Since the beginning of the year, the IGA Fund has been implementing the project “The Right to Personal Identification – A Basic Human Right,” financed by “MARIO.” The overall goal of the project is to promote changes to the Law on Civil Registration for the issuance of Bulgarian identity documents.
A bill prepared in the National Assembly of Bulgaria includes changes to the Law on Civil Registration, which is being developed within the framework of the project. The goal is to create an opportunity for citizens who do not have and are unable to present the necessary documents for address registration (such as ownership or use of property, lease agreements, etc.) to apply for permanent and current address registration. The bill also introduces a “business address.” The official address will be the address of real estate classified as municipal property, which will be determined according to the order under Art. 89, para. 5 of the Law on Civil Registration (CRI) by the mayor of the relevant municipality to perform official address registration at a permanent and current address.
The draft law also provides for citizens who have had their address deleted pursuant to Art. 99b of the Civil Code, or those whose permanent and/or current address has been removed from the National Classifier of Current and Permanent Addresses, to be registered at a business address.
The expected results of implementing the law are that all citizens will be able to register their addresses, which in turn is a prerequisite for obtaining identity documents necessary to start work, exercise their rights, and receive services.
