Serving the most in need – measures for assuring better access to healthcare of the most vulnerable communities

Location: Sofia, Montana, Lom, Blagoevgrad, Razlog and Dupnitsa 

It improves healthcare access for Bulgaria’s most marginalized communities, including those covered under Decree 17 of the Social Services Act. Many people without property, health insurance, or income face systemic barriers to medical treatment due to administrative delays and hospital refusals. 

To address this, the project advocates for amendments to Decree 17, ensuring patient conditions at hospitalization are prioritized and facilitating direct access for medical units to social service records. A review of reimbursement refusals from 40 hospitals will identify causes and delays in payments. Additionally, an awareness campaign will educate 500 people across five municipalities on their healthcare rights, empowering them to navigate the system effectively.
