Conflict, Structural Discrimination & Minorities: Towards a roadmap for inter-agency cooperation
This paper was commissioned under the auspices of the UN Inter-Agency Network on Racial Discrimination & Protection of Minorities co-hosted by the Office of the High Commissioner for Human Rights. Responding to the call made by UN Secretary-General António Guterres as part of his 2021 initiative, Our Common Agenda, it was developed through multiple interventions and consultations with members of the Inter-Agency Network. It was launched at a meeting hosted at the United Nations University of Peace in Costa Rica in December 2022, commemorating the 30th anniversary of the United Nations Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities.It seeks to identify a series of urgent actions, including the passage of a Security Council Resolution on Minorities, and a number of other key steps to galvanize coordinated actions within the United Nations in what the paper identifies is likely to be the most violent quarter of the century since the United Nations was founded.
