The rights of deaf and hard of hearing students in Palestine have long been neglected, particularly in formal and vocational education. Despite Article 14 of the Palestinian Ministry of Education Law mandating inclusive education that addresses the needs of all students, including those most vulnerable to exclusion and marginalization like the deaf and hard of hearing, these policies remain largely unimplemented. The lack of government-supported industrial, vocational, or basic educational institutions for these students has left many families unable to afford the expensive private schools, leading to a life of poverty and dependence for many deaf and hard of hearing individuals.
This project aims to influence government policies to ensure the full implementation of Article 14 of the Education Law. The primary goal is to advocate for the Ministry of Education to adopt and enforce a policy of inclusive education, adjusting school facilities, training staff, and developing curricula that meet the needs of deaf and hard of hearing students. This initiative aligns with the fourth goal of the 2030 Sustainable Development Agenda, which seeks to provide quality education for all.
